DMME has supported the Energy Savings Performance Contracts (ESPCs) program since 2001 to significantly reduce energy and operating costs, and make progress toward meeting sustainability goals. The Virginia Energy Management Program (VEMP) provides state agencies and local entities with expert assistance, guidance, and training to help them implement ESPC projects that are technically excellent, and in accordance with the Code of Virginia, without adding any financial burden to the taxpayer.
ESPC allows state agencies and local, public bodies to procure energy savings and facility improvements with no up-front capital costs. An ESPC is a partnership between a customer and an energy service company (ESCO). The ESCO guarantees that the improvements will generate sufficient energy cost savings to pay for the project over the term of the contract. After the contract ends, all cost savings continue to accrue to the customer.
