March 2022: Community Housing Partners

Building on a long-standing tradition of environmental, economic, and social responsibility, Community Housing Partners (CHP) is a 501(c)(3) nonprofit that works with private and public partners to develop and preserve award-winning homes and neighborhoods across 7 states in the Southeast and Mid-Atlantic. Together with their partners, they revitalize communities, foster stability for their residents, and promote a healthier planet for future generations.

Their more than 350 employees deliver a wide range of services, including real estate development, construction, energy services and training, asset management, property management, realty and homeownership, and comprehensive resident services. They champion housing stability, and their work within their communities reflects their core values of resilience, impact, stewardship, and equity.

They are a chartered member of NeighborWorks America and a member of Federation of Appalachian Housing Enterprises (FAHE), Stewards of Affordable Housing for the Future (SAHF), and the Housing Partnership Network (HPN). Since 1975, CHP has invested more than $680 million in communities through real estate development.

Key Energy Efficiency Related Work

CHP’s Energy Solutions division promotes healthier, safer, more energy efficient built environments by providing energy audits, inspections, energy performance upgrades, and building science education. In 2021, CHP Energy Solutions weatherized 6,393 homes, trained 1,387 professionals in building science, and administered energy efficiency programs for eight utility companies.

Weatherization

CHP Weatherization helps low-income individuals and families reduce energy burdens by improving the energy efficiency and health of their homes using the federal Weatherization Assistance Program and other funding sources. Since 1976, their weatherization team has performed energy audits and repairs to home heating and cooling systems, especially for households with elderly residents, individuals with disabilities, and families with children.

Utility Programs

CHP Energy Solutions partners with electric and gas utilities across the state to administer energy efficiency programs that reduce energy burdens and increase comfort, health, and safety for their income-qualifying residential customers. These programs include an energy audit and installed upgrades, such as insulation, air sealing, HVAC upgrades, LED bulbs, and low-flow showerheads and faucet aerators. CHP Energy Solutions currently partners with eight Virginia electric and gas utility companies and cooperatives to deliver these programs at no cost to the residential customer.

Weatherization Deferral Repair (WDR) Program
The Weatherization Deferral Repair (WDR) program, funded through Virginia’s participation in RGGI, allows Virginia’s weatherization providers to address home repairs needed before their client’s homes are safe and secure enough to then receive energy saving weatherization services. Since the launch of the WDR program in late July last year, CHP Energy Solutions alone has been able to serve 136 families and they have scaled their operations to serve an additional 1,300 families this year. This unlocks these families’ potential to receive energy saving, stress alleviating, and potentially lifesaving repairs through the WDR program.

Research and Training Center

The Research and Training Center extends the knowledge and skills of the Energy Solutions team to weatherization and energy efficiency professionals across the country through building science and energy conservation education and certifications. Since 1999, the Training Center has reached more than 40,000 students across the U.S., Canada, and Latin America.

Additional Highlights

In 2021, Community Housing Partners provided stable rental housing for 11,011 residents living in the 93 properties that the organization both owns and manages; 9,279 of those residents took advantage of the services provided by CHP’s Resident Services department.

Also in 2021, CHP was named one of the “Best Places to Work in Virginia” by Virginia Business Magazine and the Best Companies Group, and the organization was one of the Montgomery County (Virginia) Chamber of Commerce’s Top 25 Best Places to Work. CHP created an organizational equity statement last year as well: Community Housing Partners is committed to being a strong and effective partner to communities and individuals confronting social, environmental, and economic injustices.
